Unity Developer for 3D Racing App

I'd like to consult you about a Unity project.
We are developing an app that uses various training machines from Concept2 (https://www.concept2.jp).
This development is as follows. I would appreciate it if you could let me know if it is possible.

A racing app using Concept2 Bike Ergo
- Functionality overview
Connect multiple Concept2 Bike Ergos (two at first) to a computer and race over a specified distance.
The app will display in 3D.
The camera work will maintain an angle that resembles an actual live race.
Only one course will be used. If the specified distance is longer than the length of one lap, multiple laps will be made.
To create a sense of realism, the bike will lean toward the center of the circle when turning at an angle close to that of an actual race.
The rankings will be displayed from the start to the end of the event.
- Event player entry registration function - Record saving and deletion function - Requirements, etc. - The course (velodrome) and 3D model of the bike have already been created - The Concept2 BikeErgo and PC will be connected via USB. - Concept2 provides an API, which will be used to communicate with the BikeErgo. - By calling the API, information such as distance traveled, speed, and RPM can be obtained. - Our company has experience creating apps for the Concept2 Ergo (boat). - Two BikeErgos can race at the same time. - The handlebars of the Concept2 BikeErgo are fixed. It is not possible to turn left or right or reverse. - The player cannot move left or right by himself, so it is desirable to automatically avoid collisions with other players. - The difference between the outside and inside of curves will be adjusted to eliminate the handicap. - Please create the app in Unity as we will be taking over development. -・Reference

Ergo Race App: An Ergo (boat) racing app created by our company. The video shows only one Ergo connected, but multiple Ergos can be connected.
If multiple Ergos are connected, the race will start with a countdown.
Velodrome: This course will be used to create the app.
Bicycle model: This model will be used to create the app.

It's a Windows PC. I think it will be a laptop that will be brought to the event,
so it may not have high specs, so I would like it to have several levels of image quality settings.
I think it will be displayed in full screen during the event.
We are considering online battles like with boats in the future, but for now it is standalone and does not require an internet connection.
