I need a Unity or Unreal Engine coder for a "proof of concept" version of a wargame based on the Waterloo Campaign.
Budget: $15 – $25 USD
The game is a top-down game played on a map with a hexgrid superimposed to regulate fire and movement. The player plays an army commander in the Waterloo Campaign, and he gives movement commands to his units using an easy-to-play drag-and-drop method. The enemy is not visible unit contacted.

I have playtested this game for three years with 6 players using PBEM. I have a flowchart for movement, fire, and morale check. Some AI will be needed for this and all subsequent versions of the game.
