This show is a game in Unity that is controlled by Artificial Intelligence. Here is a 3 minute video kind of explaining more about the SpongeBob automated show on YouTube. They also briefly mention how they do it, and include the code languages and engines that they use. I hope this is helpful.

Why I need YOU:
I am looking for AI developers that are experienced in Virtual World Creation. Your job is to create a very small virtual world with 4 different extremely small maps, 3 main characters, and maybe around 12 NPCs. The character designs are simple, and the world designs are also simple. All of the characters will be animals. The characters only need to be able to walk, no other animations are needed. I want the graphics to be similar to his game:
