Unity Business Assistant Avatar

I'm seeking an experienced Unity developer to create a sophisticated business assistant application. The project should integrate several components sourced from the Unity store.
Key Requirements:
1. A female half-bust avatar with:
- Lip movements synchronized with submitted text (text changes each time).
- Eye and face movements (with highly detailed and natural expressions).
2. A female voice that:
- Accurately reproduces the submitted text.
3. A translation feature that:
- Converts incoming voice via microphone to text.
- Voice comes from an external source.
- Multilingual support to be chosen beforehand (input/output).
Ideal Skills and Experience:
- Proficiency in Unity development
- Experience with 3D avatar creation and animation
- Familiarity with voice synthesis and translation technologies
- Strong background in implementing natural facial and eye movements in 3D environments
