Solve small unity issue about play billing upgrade to v3

My unity project need to upgrade play billing v3, When i goes to upload aab file on google playstore it is showing error to upgrade play billing version 3, If you can solve the error through remote then bid. I need it solve this asap.
When i upgrade it myself the it is showing this error : Tizen.dll' will not be loaded due to errors:
