Set UP HMS Ads and Consent flow for GDPR&CCPA for small Unity Project

I am looking for someone to set up an Huawei advertising and consent flow for a small Unity project for GDPR and CCPA. The project is an Android game. I have some basic knowledge of the GDPR and CCPA regulations and some ideas on what I would like the consent flow to look like. I am looking for someone who is experienced in this field to help me design the appropriate consent flow for the game project.
Specifically, I need to understand what is TCF string and how should I generate it to pass to the Huawei API, how should I understand if user is from GDPR country, and what are the builder parameters for the Ads Kit so my advertising will not violate GDPR.
Currently I'm using this plugin, but can go native or whatever you suggest for the correct flow.

Also since my app is very small, you don't have to ask me for a project. We can create a simple unity app that manages user consent, use correct ads builder parameters and show one banner or rewarded test app.
