POV City in Epic Unreal

I need a small but realistic urban / city environment built in the Epic Unreal platform. I will be provide a simple top down map of the area and buildings I want to see. This should be setup based on the flying demo from the Unreal editor and allow the user to move around in XYZ as well as to look around in any direction. I'll need the person doing this to find and provide all of the 3d objects needed in terms of the buildings, streets and other items like streetlights, cars, and people.
