Build me a 3d multi player racing game for the pc

I would like a game just like NEED FOR SPEED HOT PURSUIT 2. Need a multi player game that can be a free for all race to the finish line. I would like to see circuit, knockout, lap knockout, point to point, time trial and tournament and pink slips. With secret short cuts, ramps and obsticals along with law enforcement once they are triggered by speed traps or hit and runs being called in. Would love the tracks to have different environments and weather's that effect game play 12 to 15 courses. I also would like the cars to take damage and need a repair shop for repairs to be take care. I also would like a modification shop for doing mods and tuning the cars up with higher end parts. Cars should be or could be real cars that dont have logos or match real cars to much so modify the looks, for legal reasons of course. Maybe a racing teams or clans tab so ppl can build teams and help each other build up rewards for being in a clan. I would love to see around 50 cars made up ranging from lower end classes to super cars. And have traffic random cars that move on drivers, some stay in place forcing cars around them, some swerve to avoid being rear ended, some may brake hard with cars racing up on them. Police are random speed trapping or being called in by non racers npc for near misses and hit and runs. As you continue racing trying to avoid the police your wanted level goes up, witch in turns brings in stronger police presence just like the game NFS HOT PURSUIT 2. Helicopter and 10 or so different types of law enforcement units and different type of speed traps and car barricades.
