Build me an application which allows me to control and play video

I have a dome which uses a fish eye lens. i need an application that allows me to play and control video from a PC from an external device i.e a phone? (open to alternatives). The fisheye lens I believe is a simple plug in from unity store but the remote control is what I need. i also have a youtube app from a different project (could this be integrated to?) the ability to add more videos is essential too.. they can just be read from a folder? open to ideas.
