Umbraco - one website, with 2 portals to manage "order" flows

We need an Umbraco build for a one page website that links to two admins/portals
There is no CMS
One portal is for the customer are for uploading an "order" for some research material, and then track its progress in the pipeline of the business.
The other, is for the business to view that order and change it's status as it progresses through; receipt, doing the work, reviewing, delivering.
There are some automations of email, pdf uploads/ downloads
