Linux FTP/SFTP Account Creation

SERVER DETAILS - running Ubuntu
Dual Xeon E5-2670 | 2.60GHz / 3.3GHz Turbo
16 Cores / 32 threads | 96GB DDR3 / 960GB SSD
ISSUES TO FIX
1. FTP accounts either do not login or when logged in show ftp_quota file. see ftp_login_issue.jpg.
:: Tell me why the one I created did not work. For this task to be complete, I will create ftps on several cpanels primary and subdomains to be sure the issue is fixed.
2. Have only Litespeed Server running on server because I have a Litespeed Cache License which am using on server for 5 sites, please see litespeed_vs_apache.jpg
3. Gateway timeout issue for one domain, all other domains on Server have no issues, visible.
4. Change server port.
