IRC Server (Inaccessible from public)

I'm trying to access an IRC server from my computer. The IRC server is running from an external. Using the terminal, I can connect to the server with no issues. When I try to do this from my personal computer, it just doesn't connect.

I'm certain the Inspircd Config is correct. I've also ensured the port 6667 is open. Still can't access. I've ran out of ideas and need help please!
