Add adjustable image overlay to Google Maps React app

Hello,

We're looking for someone to add a new "adjustable image" feature to an existing React app we have. The current app displays a Google map and we need a way to overlay an image on that map, with options to easily allow the user to drag and resize the image on the map, as well as adjust the opacity of the overlay. Please see the attached screenshot of a working proof of concept we have built in a separate app.

We have other work in the pipeline so we're interested in starting a long-term 20-30 hour / week relationship with the right developer. We're open to more junior developers with less experience if we find that we can work with you well and you demonstrate that you're motivated to learn! For bonus points, please provide a screen capture video showing yourself walking through and explaining code you've written.
