Build a Twitter ad campaign

Looking for someone to design a Twitter ad campaign for a mobile app that's available on both Android and iOS. The app is a news aggregator that serves content in Arabic and English. Ads must be catered to both Arabic- and English-speaking audiences within the Arab World. The goal of the campaign is to generate more app installs.
Requirements:
- Ability to create a template for a full Twitter ad campaign
- Ability to determine best keywords, target audience, and other parameters needed for a successful Twitter ad campaign
- Ability to write effective copy in BOTH Arabic and English
- Ability to create/place images to accompany the ads
