I need bootstrap backend developer

I came across a website template ready as front-end coding, all things are designed as I want, But I still need to create data base and emailing system along with interacting features across the website, this website has to be on a local server, so I cant link it to third party services, also I need easy access to change the data base on demand, the project is consisted of 30 pages, I have attached the index page.
I can create a data base, but linking, tracking and employee role is what I need.
bootstrap doesn't require much code at the back-end
