Landing page re-design (bootstrap)

Our website is built using bootstrap and it is a marketplace for matching home owners with interior painters. We believe that we could use a better designed landing page which would retain visitors for longer.
The functionality of the website is all fine. We need an expert who is skilled to know what information should be available in a marketplace landing page, design, and code it - with the aim or increasing user retention time and service signup. This means that we are looking for a boostrap front-end developer who can also do design and UX.
Note that in PageSpeed Insights, we have these values across all pages and cannot accept anything lower after re-design.
