Build web app (template provided) - React js, Bootstrap 4/SASS

Hello! I'm looking to build a back-end web app for my users. This web app would be MMS-capable using the Twilio API.
To summarize my project, I’m looking for a web app that allows users to interact with the Twilio API, as well as make payments using various payment gateways like PayPal, Google Pay and a couple others. There would be four pages: login/sign up, two pages to create/manage MMS, and some purchasing functionality using various payment APIs.
I have a React js/Bootstrap 4 template that we could use. I like the layout that this template offers, though I am open to suggestions. I have a wireframe that I can share for specifics of how I’d like each page to look, though I am open to suggestions here, too.
