Codeigniter Web App Migration and Config to new domain

I need an experienced Codeigniter developer to help me move an web application one server to another server. The task should be completed within 24 hours.

Requirements:

File Copying:
- Copy essential app files to a new, clean directory.
- Exclude legacy/suspicious files (e.g., unzip.php, test.php).
- Must include config files, user data files, and uploads folder.

Setting Permissions:
- Set correct file permissions and ownership.

New IP + Domain Setup:
- Bind site to new IP.
- Update virtual host / NGINX-Apache configs.
- Update app configuration and hardcoded URLs or API endpoints to the new domain.

Disable All Email Sending:
- Remove/disable email functions (PHP mail(), PHPMailer, CodeIgniter email library, SMTP configs).
- Ensure app cannot send emails at both code and server levels.

Switch to SMS-Only Verification:
- Configure verification to SMS-only (Twilio or existing SMS provider).
- Remove email fallback from signup/reset flows.

Ideal Skills and Experience:
- Proficient with NGINX and server management.
- Strong experience in file permissions and app configurations.
- Familiarity with SMS integration (e.g., Twilio).
- Background in disabling email functions in various frameworks.
