Twilio SMS And WhatsApp Integration

I need an expert to stand up the full SMS and messaging setup inside my existing Twilio account and then stitch it together with a WhatsApp Business API connection handled through 360dialog.
Here is what I want to walk away with:
• A correctly configured Twilio Messaging Service (numbers, sender IDs, compliance rules) that can send and receive SMS.
• A live 360dialog WhatsApp Business API instance tied to the same customer database, ready for production traffic.
• Clean API wiring so my app can decide: send on WhatsApp first and, if the user is unreachable, fall back to Twilio SMS.
