Telegram Integration for existing flow in Twilio

I am looking for a freelancer to build a Telegram integration flow on Twilio Studio. The programming language I am working with is Twilio Studio and I will need to integrate with external APIs. I already have an existing flow on Twilio I want to build upon.
The freelancer should be knowledgeable in this type of development. Must be familiar with Ruby, Node.js, and the Twilio API. Knowledge of Phonegap and the GIT platform is an added bonus.
