Setup Twilio inbound number storage, outbound, and conversations

we have a number through Twilio and are looking to set it the following:

inbound messages have auto-response, plus the ability to respond with custom if we want
numbers that inbound message us are stored
ability to schedule outbound messages

ability to send outbound messages
ability to create automated message flows to inbound messaged
