Receive and distribute and manage incoming whatsapp messages using Whatsapp Business

Hello guys, piece of cake this one...
I need an application, preferrably Twilio built, that will receive messages to a whatsapp number and present the user with a main menu option, based on what the user chooses it will be redirected to another department, which will also give the user options that will end up ia a chat session. After the chat is done and user logs out the entire chat conversation will be saved to DB.
I need the ability to creat these menus and expand them if necessary and also ad more attendants which will use their own cell phone do answer and chat. All the data must be saved to db so it can be verified later.
Im not very familiar with what the api can do, so I need to be informed of any third party services that will be required, like a Whatsapp Business number, the platform, like Twillio and so on
