Integrate Lovable app with Twilio and WhatsApp in Mexico and US

I need somebody who knows the intricacies of setting up WhatsApp for Business via Twilio. I need to send/receive WhatsApp messages from an application to job candidates and company recruiters. All these users are in Mexico though I'm developing in the US.
Requirements:
- Set up WhatsApp Business API via Twilio with a Mexican number
- Meta Business Manager verification and sender approval
- Bidirectional messaging (send/receive) between the app and WhatsApp users
- Sandbox testing and full production API integration
- Experience with ISV setup path is a plus
