Freshdesk integration with twilio or nexmo

He have just started with freshdesk and we see that we can not send sms or whatsapp messages, only answer then we receive a message.
In freshdesk there is an app (plugin) for nexmo, that allows to send/receive messages (sms and whatsapp). There is another app for the same, by using twilio.
The problem is that the instructions are not clear, and until a point, can be followed but from such point, the steps can not be followed (the required options are not present).
I need a freelancer that already setup a nexmo or twilio account with freshdesk and be able to send and receive sms and whatsapp messages (with templates).
