Build Twilio IVR

Please see the attached file. I want to create an interactive voice response system where users can record and listen to recordings. I need to have an interface to upload and download recordings. I also must be able to upload and change the preamble, intro, instructions, etc. The basic flow is shown in the attached file. Once created the ivr system must be able to connect to a local telephone line. I would also need to call on you to make changes, corrections, and upgrades in the future. Can you create this? Please advise time and cost. The budget and time are negotiable.
