Translate Turkish PDF to Azerbaijani

I have a document in Turkish that is currently locked inside a PDF. I need every word rendered accurately and naturally in Azerbaijani while preserving the original sense, tone, and layout as closely as possible.
The source stays in PDF, so you will either extract the text yourself or work directly on the pages—whichever lets you keep headings, tables, and any special characters intact.
