Edit T-shirt designs for an e-commerce store

I am looking for someone to take my images and turn them into suitable T-shirt designs. The main thing I need doing is either scaling the image, or adding a border around it (I believe it is a halftone border, that helps blend the t-shirt design from transparent to full colour, so it looks better on the t-shirt. I would like to hear your suggestions about what effect can be applied to make it look the best, and any other work is a bonus. If you have t-shirt designs I will also be happy to buy them or pay a commission for each sale, depending on what you prefer. This is a new venture, so I need to keep the costs down for launch, but I would like a long term partnership so it can be a lucrative venture for us both.
