Barrus Shire Engine Diagnosis

I need help diagnosing a Barrus Shire engine (1202-0201625) that won't start. I've already replaced a dirty fuel filter and primed fuel up to the banjo nut as recommended, but the engine still won't start. I've slightly loosened the injectors, and no fuel is coming through.
