Vietnamese Audio file translation to English.

I have an audio file. The language is mostly Vietnamese with small instances of English. I need the audio translated from Vietnamese to English. The audio is a little over 40 minutes long. There are parts where the audio is hard to make out due to background noise. I will provide more context and a Dropbox link to the audio download in chat when the project is accepted.
