Translate website and write content

I have a website in English that needs to be translated to Arabic and have the main language be Arabic, the site has automated content and would need to be rewritten to fit the website. Requirements below.
1- update content to fit website and project, I will provide most and we would need to meet in a zoom session to go over the rest.
2- translate website to Arabic after content is updated
3- make the main language in website Arabic and an option to switch to English
