Translate and transcript a Hindi video into English

This is an easy project, I have a video that lasts around 15 minutes, and the language of the video is Hindi. The video needs to be transcribed into English. Here is a sample for your reference. I prefer someone with an engineering background, especially one in civil engineering. Do mention your per minute charges(transcription + translation).
