Translate a book from Arabic to English

I have a book that I'd like translated.
It is a political book about the first legislative council - national assembly of Kuwait.
It is around 500 pages.
Translator must use proper political jargon.
Translator must have complete mastery of the Arabic and English language.
Translator must be aware of the culture translated from.
Best candidate must have work published in similar fields.
Deadline is flexible as long as the quality is superb.
