Translate Excel file from English to Arabic

We are a fintech company providing a Buy Now Pay Later service. The attached excel file is an application to a regulator and the translation output should be top-notch. This is an extremely important document and we expect the level of language to be high. If there are any questions or misconceptions on some of the language, products, entities, etc... then PLEASE ASK AND DO NOT ASSUME.

The resulting output should be an excel file in Arabic with all fields, descriptions, text as well as the entire excel workbook completely flipped from left-to-right orientation to right-to-left
