Quotes to localise a website into French, German, Russian

I'd like someone who can localise directly within the CMS and quote on a complete project and page by page basis. There will be ongoing work, Approximately 10 pages a month that will need to be localised across the languages

The person I work with must be native speaking and ideally have some knowledge of SEO.
