News Aggregator and Translation Application

We are looking for a developer to create a web application that will periodically fetch English news articles from the internet based on specific keywords, translate the headlines into Chinese, and then send them as SMS messages to a designated phone number.
Requirements:
Develop a web application that accepts user input for keywords related to news articles they wish to receive.
Use the Google News API, RSS feeds, or other relevant technology to fetch English news articles every 15 minutes based on the provided keywords.
Translate the English news headlines into Chinese using a reliable translation API or library.
Create a short message containing the translated headline and the URL of the news article.
Send the SMS message to a designated phone number provided by the user.
Provide an easy-to-use interface for users to input their desired keywords, phone number, and to start/stop the service.
Implement proper error handling and ensure application stability during operation.
Ensure the security and privacy of user data and phone numbers.
Deliverables:
Complete the source code of the web application.
Documentation on how to set up, install, and use the application.
A live demo of the application for testing purposes.
