Need English subtitles (SRT) from Thai video

I am looking for someone to create English subtitles for a video in Thai. The video is longer than 15 minutes, and I need the English subtitles to be timed accurately. Additionally, I will require some translation work, so a candidate who is also a translator would be ideal. The ultimate goal is to have English subtitles that accurately capture the content of the video. They should flow naturally with the spoken dialogue, not be overly long-winded or wordy.
