I NEED A FRENCH/ENGLISH TRANSLATOR

I have received a letter from France that is missing some information. I need a French/English translator to be able to communicate that I am missing correspondence. Also, the correspondence that I received has listed a wrong zip code, which is probably why I am missing the correspondence.
