Digital Illustrator and German to English translator

I am looking for a digital illustrator and German to English translator to work on a project. I need someone who can translate content from German into English, and illustrate a digital map. I am not sure whether I require a vector or raster-based file, so I need someone with the expertise to advise me on this.
