Convince tenants to vacant property

We have a property in south LA with 4 units of 1bed/1bath which has rent control laws. 4 units of tenants are Spanish families and they have been there for a long time, I need someone who is native Spanish speaker and speak good English as well, with great patient, persistence and communication skills to represent owner to knock on their doors and convince them to move out in 1-2 months and sign cash for keys contracts, we can provide a reasonable relocation fees of 3-5 months rents to the tenants, but I believe they are asking for more than that now. The project will consider accomplished if all tenants leave in 3 months and ask for less than $40000 relocation fee in total ($10000 each). Beside the fixed price, I will pay EXTRA bonus to the freelancer if they leave sooner or request less relocation fee. We will let you know more details about the laws and tenants.
