Chinese - Thai video translator & dubber needed!

I have a 3 mins TikTok video that I would like to be translated to Thai. The video is in Chinese with hard-sub (no script). What I need for the end result is a video with Thai subtitle and dubbed with Thai (one sample voice will do).
