Build a Japanese-English Dictionary in Excel

I need a complete Japanese-English Dictionary in Excel. It should include kanji and equivalent hiragana/katakana symbols, an English translation, and parts of speech. If possible, I would like the dictionary to include columns indicating grade level a given kanji is introduced to Japanese school students (grades one through Junior High), the JPTL level a kanji character is associated with (Levels one through four), and a kanji characters frequency of use. I understand that not all words in the dictionary will have a grade level, JPTL level or frequency of use associated with them. The dictionary should be 25,000 to 30,000 words and delivered in MS Excel format, to be opened on my Windows 10 PC (English Operating System). There should not be any copyright issues with the dictionary. I need full rights to do whatever I want with it.
