Whispering Enhancement For Personal Transcription

I have an audio file containing some whispering that I'd like to have enhanced. The whispering occurs in the original version of the file, which contains a considerable amount of background noise.

The main reason I need the whispering enhanced is for transcription purposes. I plan to use the transcript for personal use - so it's important that it is as accurate as possible.

Requirements:
