Create a speech to text model from scratch

I am looking for a freelancer to complete a project for me involving creating a speech-to-text model from scratch. This is for a college project, so it should be considered a personal project. The type of speech that needs to be transcribed is movie subtitles, and the target language is English. Due to the nature of the project, it should be noted that experience in machine learning and natural language processing would be a benefit. The successful freelancer will need to be able to create a speech-to-text model from scratch, as well as be able to understand the complexities of machine learning and natural language processing. The end goal is to create an efficient speech-to-text model that is able to accurately transcribe movie subtitles. (Please Note - That the speech to text APIs cannot be used).
