Time Tracking with Monitor snapshots

I need to track 10 + remote workers.
Freelancer and Time Doctor has a great way of doing it. I need to to have random snapshots of the worker's screen. 6-10 times an hour and store them.. They need a reminder if they have not moved the mouse in 2 minutes. They need to let the software know when they take a break. It needs to add the daily and weekly hours.
I like them to take notes as to what they did each hour.
