Contactless Moisture, Temp measurement

Introduction:
We are seeking expert SMEs to help find a solution to contactless measure moisture & temperature of aggregate materials.
A check on Co-pilot Open AI says this is doable with Thermal Cameras & that will be an ideal solution, if possible.
However, other technologies will be considered, as long as the specs are met & HW is openly available as a commercial product.
Our budget given is placeholder only, so submit your best bid with delivery time. If time is not submitted, 1 week will be assumed.

Requirements:
1. The working range between the surface to measure and moisture reading sensor should be 1 to 6 meters. The sensor will be on a mobile platform.
2. Need 0-60C, 0-90% M , accuracy +-1% ideally. Your best attempt will be considered.
3. Please note we need moisture reading & not humidity or RH.
Submittals with 1st response:
1. your plan to test the solution for convincing working.
2. make/models of HW your solution will use with a use case that it will work.
3. Any questions or suggestions
Deliverables:
1. the solution
2. Some training about system so we can maintain it in future w/o contacting you.
3. 6 months Warranty for quality, performance after acceptable delivery
