Gitlab CI Templates made

Create sets of GitLab CI templates that we can include into our Projects.

These will be hosted in their own GitLab Repos an we can just reference them to the repo. So if any of the underlying templates gets updated the repos that include these will have the new version.

Based on severity of the error it should post a notification to slack our slack channel.



Test for:

Code Quality
no env files (except .env.example.*), passwords, logins get committed
Static Application Security Testing (SAST)
Include Semgrep Testing
Dependency security scanning
