Bulk SMS Software -- 2

I am looking for a developer to develop a Bulk SMS Software that can serve a medium-sized user base, with standard features and no need for a multi-language interface. My project is ready to go now, so whoever takes the job will have to be able to handle the entire project from start to finish. I have a clear idea of what I want this software to look like and what I need it to do for me, so I am looking for someone with the technical know-how to make that vision into a reality.
