FilePro check writing program conversion to Microsoft to integrate with Sybase

A very old and custom written check writing program created with FilePro is malfunctioning. Would like to recreate the same program in Microsoft. However, instead of a stand alone program, it needs to be able to query a database created with Sybase and pull into it accounts ready for payment and have it send data to a check writing machine for cutting the checks and produce the requisite paper/data trail.
