Terraform setup for different environments

Create a terraform setup for our LAMP stack based application such that it can be configured according to different configurations. For each of the configuration there would be different toolings and applications that would be installed
DEV - developer related environment
QA - qa related applications should get enabled
UAT - uat related applications would be configured
LOAD TESTING - jMeter setup for testing load performance of the system etc
AUTOMATED TESTING - Jenkins setup for automated testing setup etc
PROD environment - all production level e.g like memcache etc would be setup

Also configuration can be made to choose different versions of PHP, Ubuntu, MySQL etc, it can be done with container or without.
