Designing real time AI based Video analytic

We're looking for consultancy for designing a system , that makes AI based analytic for an IP CCTV system , t receive a video stream , analyses it & sends the out put (events/Alarm) to a front end interface .
So Inputs are video streams ,real time engine is up to your recommendation, output is the alarm messages.

Bidder will make a session explaining this design on a presentation or else , system architecture , which vendors are selected , which subscriptions if necessary , system costing & other systems components if any. (Please don't ask me for the anaytic use cases we're not looking for analytics itself at this point)
